More than five years since the infamous day that Lehman Brothers collapsed into bankruptcy, we are still feeling the effects of the financial crisis. Unemployment is persistently above 7%, with GDP growth positive but not strong. Meanwhile, troubles abroad in Europe and Asia have rippled across the sea, and the rise of the right-wing Tea Party has focused the conversation at home on federal debt and fiscal austerity. Millions of Americans out of work are seeing their benefits cut by the sequester, and the sweeping change that is the Affordable Care Act is drastically altering the health care market.
The task we face as a nation today is to address issues with forward-thinking, sensible solutions. The six policy
analysts featured here in the fifth issue of Looking Ahead: The Cornell Roosevelt Institute Policy Journal by the Center for Economic Policy and Development have sought to do exactly that. Through in-depth research and careful deliberation, they have arrived at six ideas to address fundamental flaws in our economy today. These proposals, covering everything from replacing fuel standards to a small business bank for technology startups, are our attempt to educate the public about the issues we face, contribute to the ongoing de- bate, and effect change. We hope that these proposals will be thought-provoking and ultimately inspire you, the reader, to take action and make a meaningful impact in the world we share.

We are proud to present to you the fifth installment of Looking Ahead: The Cornell Roosevelt Policy Journal from the Center for Foreign Policy and International Studies. I have the unique pleasure of presenting a collection of policy pro- posals, representing the culmination of our analysts’ research and hard-work over the course of the semester. These proposals challenge the US, the UN, and other governments and organizations to take action. Addressing issues such as nuclear proliferation and international health, this year’s analysts have proposed innovative solutions to some of the world’s most pressing problems of today. I am excited to share our work with you and hope you find it to be enjoyable and thought-provoking!
Center for Energy and Environmental Policy
I am very pleased to present the fifth issue of Looking Ahead: The Cornell Roosevelt Institute Policy Journal from the Center for Energy and Environment. As the Policy Director and Editor of this journal since Fall 2012, I have had the amazing experience of producing this journal for the past two semesters, and the talent and innovation of each analyst never ceases to amaze me. I have also had the pleasure of welcoming four new analysts to the Center for Energy and Environment this semester and am very excited to display their work in this issue. Each analyst has combined creativity and passion with careful research and hard work to produce the policy proposals that comprise this publication. I have found each piece to be enjoyable to read and incredibly thought provoking and I hope you will as well.
Center for Education Policy and Development
I am excited to present to you the fifth issue of Looking Ahead: The Cornell Roosevelt Institute Policy Journal by the Center for Education Policy and Development. This journal contains the work of six policy analysts; each of whom spent many hours doing in-depth research and careful deliberation to find solu-tions to the problems plaguing our education system today. As students at Cornell University, we’ve experienced firsthand much of the benefits that our education system has to offer. With this, however, we become more aware of the gaping and ever-incresing inequality that still exists. From school vouchers to teacher unions to charter schools, one could spend countless hours debating proposed solutions.
We all come from incredibly diverse backgrounds to attend one of the best academic institutions in the world, and with our varying perspectives we are in a unique position to discuss and search for solutions that ensure the greatest possible equality in education. Each proposal in this journal engages with some of the toughest issues surrounding education reform. Together, they show all that we have the poten- tial to accomplish if we fight hard enough. We’re lucky to be where we are today because of education; it’s up to us to provide this opportunity to everyone.

Center for Healthcare Policy
We are proud to present to you the fifth installment of Looking Ahead: The Cornell Roosevelt Policy Jour- nal from the Center for Healthcare Policy. I have the unique pleasure of presenting policy proposals from an array of different policy genres. The analysts have spent many hours carefully crafting proposals that compliment the goals of the current reform initiative - improved quality, reduced costs, and expanded access. Topics touch on a variety of issues, from the effects of e-cigarettes, to the benefits of the HPV vaccine for men and women. We look forward to sharing our work, please enjoy!
